In my dataset, all of my counties were above 25% poverty rate because Total_Poverty in FL_Combined was the total population from the FL_poverty dataset rather than the estimate of those in poverty. I was unable to fix this.

I put down the formulas. See if you can replicate them. The problem was with your basic calculation of the poverty ratio, it seems.
You needed to put the data with the answers for questions 2-3. That goes without saying!
