Good questions here. To tackle this, “What has changed in terms of federal HUD policy under each administration since 1988? How did the 2008 collapse of the housing industry affect rates of lending across the spectrum of race?” There were revolutionary changes in mortgage finance since 1988 that transformed the business. I’ll explain in class, but technology turned the mortgage business on its ear. This led to more credit being available for more people, but the terms were not always fair or favorable. This is part of the story of subprime lending, which I will explain in class.
As for the first question, I don’t know if we are dealing with potential bias or what. There could be some very smart reasons and valid explanations for the data I have discovered. It will take some considerable reporting to figure it out, which makes this an exciting project.
