FBI Crime Data for Arkansas- 2 questions

1.) To ensure that data is reported accurately, there is a handbook that is issued to classify and score offenses, so there is no confusion state to state. This is said to be done in good faith and effort. Is there anyone in charge to make sure that these guidelines in the handbook are being followed correctly? Is there also a class that is offered with it to make sure that officers truly know how to report information accurately? I feel like there a still many mistakes being made in reporting quite possibly out of negligence, so how can it be ensured and verified that all information being reported is accurate?

2.) My next question(s) are a follow up to the above. How long has the handbook been around for? If the handbook has not been around for very long which is what I’m assuming, how can it be understood or confirmed that data reported in the past was any bit accurate? I feel that past information is a bit inaccurate considering there wasn’t as strict of guidelines in the past or ones to even follow. Having inaccurate information from the past can be problematic for a number of reasons.
