“Word About UCR Data” says in its second paragraph that “Most agencies make a good faith effort to comply with established guidelines.” My question is how is this ensured? Are there regular checks of these agencies to assure that the guidelines are being followed?

Is there any way to make sure that the contributing agencies aren’t simply re-categorizing crimes to make their town/university appear safer? Or is this actually a problem that we know occurs?
